The Finnish Ministry of Justice has published the working group report proposing a reform of the Finnish Arbitration Act.

The proposal recommends the enactment of a new Arbitration Act, based on the UNCITRAL Model Law on International Commercial Arbitration, with the aim of modernising Finnish arbitration legislation to reflect developments in international arbitration practice and digitalisation, and to support the competitiveness of arbitration in Finland.
The report was prepared by a working group appointed by the Ministry of Justice and chaired by Mika Hemmo, who will serve as Chair of the Finland Arbitration Institute as of 1 January 2026. The members of the working group were Kirsi Pulkkinen, Ari Kantor, Timo Heikkinen, Henrik Sajakorpi, Secretary General of the FAI, and Teemu Taxell.
The report was adopted unanimously and will now proceed to the next stages of the legislative process, including public consultation.
